a city transit system where you don't have adequate capacity and passengers to use that facility, the same thing holds true anymore with passenger service. when i heard president obama and this administration, beginning to promote high speed rail, unfortunately most of the money, the $10 billion, does not go for high-speed rail. they chose instead to support almost 150 projects and that number is growing and a lot of that money has been left behind. in fact, most of the money that has been read dedicated to high speed rail has been sent back by states including my state, the state of florida, we had to switch a proposal for high-speed rail, the actual speed was 84 miles an hour. 84 miles for one hour transit the distance of the proposed link in central florida, that is not high speed. high speed -- by our definition, 110 miles per hour average. that doesn't mean the train gets up to 110, 150, 116 miles for some stretch. we are talking about the average speed. we are talking about a switch in ohio, looking at 39 miles to 58 miles an hour. that money was turned back. there was a si

later and look at the mess. that is why we need systemic tax reform. what people want to see is us putting our focus on the spending side of the ledger. the debt is out of control. a $4 billion a day deficit is out of control. there have to be some spending cuts. you have to address the spending side of this column. you have to address entitlements. what the president wants to do is look at the taxes, generate enough revenue and forget about the rest of it. i do not excel. the american people have had their fill of this. they are demanding we address the spending side. you have to look at tax reform. it actually makes the problem worse. why would i kick the can down the road and why would i keep all of this that all my children and grandchildren so that their future is capped and traded to the people that own our debt? i think that is your responsibility. rich: eventually, the house will have to get involved in this one if there is a deal. dagen: and there are a number of issues where the two sides are far apart. keep in mind, the mmst important role is to avoid the tax increases.

the second term agenda of president obama. john harwood joins us now live with all the details. good evening, john. >> reporter: good evening, larry. you know, the house has now passed on a party line vote, zero democrats in favor, about 20 republicans defecting the spending cut portion of john boehner's plan b. it would cut about $200 billion in spending, overt the automatic sequester cuts to defense programs that republicans have been opposed to. now, the debate bef bthe passage of that spending cut bill, and we still have yet to see the passage of the tax increase bill, which is gotten resistance from conservatives, that was an opportunity for both parties to frame the stakes, and eric cantor, the house majority leader, came on the floor and said, this puts the ball squarely in president obama's court. >> we house republicans are taking concrete actions to avoid the fiscal cliff. absent a balanced offer from the president, this is our nation's best option, and senate democrats should take up both of these measures immediately. >> of course, democrats have no intention of doing that. they
